FOPH: Revision of the Health Insurance Ordinance
The Federal Council has approved a revision of the Health Insurance Ordinance (Verordnung über die Krankenversicherung, KVV), which will enter into force on 1 January 2025.
The changes concern the billing of laboratory analyses, the option for policyholders to switch to insurance plans with restricted provider choice mid-year, and the insurers' reporting obligations to the cantons. To curb costs, laboratory analyses will now be included in flat-rate payments for outpatient treatments and will no longer be billed separately. Furthermore, policyholders will have the option to switch to alternative insurance models, such as general practitioner (GP) or telemedicine models, mid-year in order to reduce their premiums, while switching to another insurer will still not be permitted. Additionally, a new reporting obligation will require insurers to notify the cantons of the equalization payments (Ausgleichsbeträge) made to policyholders under the voluntary reduction of reserves.
These changes are a result of the amendments to the Health Insurance Act (Krankenversicherungsgesetz, KVG) implemented in January 2023 and were adopted following a consultation process.
