FOPH: Federal Council Launches Consultation on Ordinance on Health Insurance Revision for Uncontactable Insured Persons

The Federal Council has launched a consultation on a revision of the Ordinance on Health Insurance (Verordnung über die Krankenversicherung, KVV) to address the issue of insured persons who cannot be contacted and who distort the risk equalisation system, as insurers are required to make risk adjustment payments for them without receiving premiums. Under the proposed revision, such individuals may be removed from insurers’ records after 18 months of suspended insurance status due to unsuccessful contact attempts. The changes also introduce a standardised data exchange procedure between cantons and insurers, thereby implementing two parliamentary motions. The consultation period runs until 29 June 2026.
