FOPH: Federal Council Initiates Consultation on Uniform Financing of Healthcare Services

The Federal Council has initiated the consultation process on regulatory changes required to implement the uniform financing of healthcare services under the compulsory health insurance system, following approval of the reform in the 2024 vote. From 2028, both outpatient and inpatient services will be financed under the new model, with at-home and nursing home care to be integrated from 2032. The reform introduces a uniform cost-sharing mechanism between the cantons and insurers, aiming to eliminate cost-shifting incentives and to reduce the burden on premium payers. As a result, various ordinances will be amended to provide new allocation, reporting, and oversight procedures. The consultation process will run until 8 July 2026.
