FOPH: Monitoring of cost trends in health insurance

According to the Federal Office of Public Health (FOPH), costs under compulsory health insurance rose by 0.4 per cent year-on-year in the second quarter of 2026, with each insured person generating average costs of CHF 4’834.00 over the preceding twelve months, CHF 21.00 more than the previous year. Almost all categories of benefit recorded higher expenditure, with the strongest percentage increases in services provided by home-care (Spitex) organisations (plus 14.9 per cent), psychotherapy provided by psychologists (plus 10.9 per cent), and physiotherapy (plus 7.2 per cent). By contrast, the introduction of the new tariff system for outpatient medical services on 1 January 2026 caused billing delays, particularly for outpatient hospital treatment, which recorded an apparent cost reduction (minus 15.7 per cent); the FOPH cautioned that this distorts the actual development of costs, which is likely to prove considerably higher. The FOPH emphasised that curbing cost growth remains a permanent task, pursued through long-term measures as well as the roughly CHF 300 million in savings agreed at the cost-containment roundtable in October 2025.
