FOPH: Federal Council supports capping remuneration for health insurers' executives

At its session of 12 August 2026, the Federal Council expressed support for capping the remuneration paid to the executive management and boards of directors of health insurers for their activities under compulsory health insurance (obligatorische Krankenpflegeversicherung, OKP), in its opinion on a report by the Social Security and Health Committee of the National Council (Kommission für soziale Sicherheit und Gesundheit des Nationalrates, SGK-N). The SGK-N proposed that the Federal Council set an upper limit on such remuneration, adjusted for inflation and taking into account the number of insured persons and average total costs per insured person, alongside tightened transparency requirements. While recommending entering into deliberations on the bill, the Federal Council was critical of the proposed multi-parameter mechanism and instead proposed, drawing on a motion by Councillor Michaud Gigon, capping remuneration at the level of a Federal Council member's salary.
